H.E Josephine Lagu Yanga Receives Governor of Western Equatoria State in Courtesy Visit.
H.E Josephine Lagu Yanga, Vice President of the Republic of South Sudan and Chairperson of the Service Cluster, warmly received H.E Badagbu Daniel Rimbasa, Governor of Western Equatoria State, in a courtesy visit today.
During the meeting, Governor Badagbu briefed the Vice President on his strategic plans for Western Equatoria over the next 140 days, with a particular focus on peacebuilding and stabilization efforts. The Governor emphasized the importance of addressing health challenges, including the current management of the MPox outbreak, outlining measures already implemented to prevent further spread, including the isolation of affected individuals.
The discussions also covered key initiatives in agriculture as a means to stabilize the state’s economy, alongside efforts to strengthen social cohesion and build trust among communities. The Governor highlighted programs aimed at empowering women through farming and village development projects, as well as strategies to support internally displaced persons (IDPs) in Tombura and Mundri East, particularly in Kediba and Minga.
Governor Badagbu stressed the need to transition Western Equatoria from a culture of war to a culture of peace, ensuring lasting reconciliation and recovery from the impacts of conflict.
H.E Josephine Lagu Yanga provided guidance and advice during the meeting, commending the Governor’s comprehensive approach to development, peace, and social cohesion in Western Equatoria and she pledge her support to the Governor and the people of Western Equatoria State.
The courtesy visit concluded on a positive note, reflecting the shared commitment of both the Vice President and the Governor to the stability, prosperity, and well-being of the people of Western Equatoria State.

South Sudan National Youth Union Pays Courtesy Visit to H.E. Josephine Lagu Yanga; Discusses Youth Challenges and Policy Reforms
The South Sudan National Youth Union (SSNYU), led by its leadership under the guidance of Taban Paride, today paid a courtesy visit to Her Excellency Josephine Lagu Yanga to discuss key issues affecting young people across South Sudan.
Speaking to the media following the meeting, Taban Paride said the delegation engaged Her Excellency on several critical challenges facing the youth, including the rising rate of youth unemployment, insecurity, and limited access to education and skills development opportunities.
“During our visit, we discussed numerous issues that we can tackle together, particularly those affecting the youth. We raised concerns over the alarming rate of youth unemployment and insecurity in Juba.
The delegation also highlighted the urgent need for the passage of pending policies in Parliament, especially the Student Support Bill, noting that education remains a cornerstone for transforming society and empowering young people to contribute meaningfully to national development.
“Education is key to changing these narratives. A vibrant society depends on vibrant and educated citizens. We must invest in education if we want sustainable peace and development,” Paride added.
The Youth Union further expressed concern over inadequate budgetary allocation to youth-focused institutions and programs, despite young people constituting approximately 72.3% of South Sudan’s total population. The delegation emphasized that underfunding youth initiatives limits the country’s ability to address root causes of violence, unemployment, and social instability.
They called for increased investment in youth development, including Technical and Vocational Education and Training (TVET) programs, to equip young people with practical skills and employment opportunities.
In her response, H.E. Josephine Lagu Yanga welcomed the delegation and pledged to engage relevant stakeholders to address the concerns raised. She reaffirmed her commitment to supporting youth empowerment initiatives and policy reforms.
Her Excellency also highlighted ongoing reforms within the Ministry of Labour, including the enforcement of the 80% national employment provision stipulated in the Labour Law, aimed at increasing employment opportunities for South Sudanese citizens.
The South Sudan National Youth Union expressed appreciation for Her Excellency’s commitment and pledged to work collaboratively with government institutions to advance youth-centered policies and programs for national development.

H.E. Josephine Lagu Yanga Joins Youth of Eastern Equatoria State for the Official Launch of Mr & Miss Eastern Equatoria Under the Theme “Cultivating Inner Peace”
H.E. Josephine Lagu Yanga, Vice President of the Republic of South Sudan and Chairperson of the Service Cluster, together with H.E. Gen. Luis Lobong Lojore, Governor of Eastern Equatoria State, and Hon. Johnny Ohisa, Governor of the Bank of South Sudan, joined the youth of Eastern Equatoria State for the official launch of the Mr and Miss Eastern Equatoria cultural and youth empowerment initiative in Juba.
The high-level event was held under the theme “Cultivating Inner Peace,” bringing together national and state leaders, members of the Transitional National Legislative Assembly (TNLA), cultural leaders, youth representatives, and distinguished guests to promote unity, cultural identity, mental well-being, and peaceful coexistence among young people.
In her keynote address, H.E. Josephine Lagu Yanga congratulated the youth of Eastern Equatoria State for their initiative, noting that platforms such as Miss and Mr Eastern Equatoria play a vital role in nurturing confidence, leadership, creativity, and social responsibility among young people. She commended the Government of Eastern Equatoria State for endorsing the initiative and emphasized the importance of youth-led programs that strengthen peace and national cohesion.
The Vice President recognized the leadership of H.E. President Salva Kiir Mayardit, who was attending the 39th African Union Summit in Addis Ababa, for his continued commitment to peace in South Sudan and the region. She reaffirmed the national government’s support for peacebuilding and youth empowerment initiatives across the country.
Reflecting on her engagement with the youth organizers prior to the event, H.E. Josephine Lagu Yanga emphasized the importance of close collaboration between national leadership, state authorities, and young people, noting that youth initiatives anchored in peace, culture, and unity contribute meaningfully to long-term stability and social harmony.
H.E. Gen. Luis Lobong Lojore applauded the youth for taking the lead in promoting cultural identity and positive values in Eastern Equatoria State, while Hon. Johnny Ohisa highlighted the importance of empowering young people to become ambassadors of peace and development. Both leaders reaffirmed their commitment to supporting youth-led initiatives across the state.
The Mr and Miss Eastern Equatoria initiative aims to empower young people, promote peace, preserve cultural heritage, and provide a platform for leadership, advocacy, and community service in line with the theme “Cultivating Inner Peace.”

H.E. Josephine Lagu Yanga, Vice President of the Republic of South Sudan and Chair of the Service Delivery Cluster, today chaired the regular Service Cluster meeting, bringing together key ministers and technical officials to deliberate on priority policy reforms aimed at improving service delivery and employment outcomes in the country.
The meeting was attended by the Ministers of Labour; Public Service and Human Resource Development; Higher Education, Science and Technology; General Education and Instruction; the Deputy Minister of Public Service and Human Resource Development; and senior technical staff from the Ministry of Public Service and Human Resource Development.
The meeting deliberated on two key policy memoranda. First, the Minister of Labour presented a memo on the Labour Migration Policy, which aims to regulate labour migration in South Sudan while safeguarding the rights and interests of both employers and employees. The policy proposes labour skills mapping to identify workforce gaps, establishment of a labour market information system, and the introduction of digitalized work permits, all aligned with the Immigration Act. The cluster noted that the policy is in line with H.E. the President’s directives to address youth unemployment in the country.
Secondly, the Minister of Public Service and Human Resource Development presented a draft Public Service Training and Capacity Development Policy. The policy seeks to provide mechanisms for improved coordination and consolidation of public service training, management, and skills development across the country, with the objective of harmonizing civil service training at both national and sub-national levels.
Following extensive deliberations, the Service Cluster endorsed both policy memoranda and resolved that they be submitted to the Council of Ministers for final approval.
The Minister of General Education and Instruction informed the meeting that the 2026 academic year will officially commence on Monday, 2nd February 2026. He further noted that the marking of the Primary Eight national examinations has begun and that results are expected to be released within approximately five weeks.
The Minister of Higher Education, Science and Technology also briefed the cluster on a recent official visit to South Korea undertaken jointly with the Minister of Health. The visit yielded positive outcomes, including donations of medicines and scholastic materials from the Government of South Korea, which are currently en route to South Sudan.
In addition, the Minister of Public Service and Human Resource Development updated the meeting on the ongoing biometric registration pilot within government institutions. The exercise is currently being implemented in several agencies, including the Office of the President and the Ministries of Finance and Planning; Culture, Museums and Heritage; and Education, among others. Despite some challenges, progress has been encouraging, and H.E. the Vice President commended the Ministry and urged the team to continue with the implementation of this important reform.
