The University Grants Commission's Public Notice dated 10 March 2017 leaves no room for ambiguity: both Full-Time and Part-Time Ph.D. programmes are recognized as "Regular Mode" Ph.D. degrees, provided they are awarded in accordance with the statutes and ordinances of the degree-awarding university. Only distance-mode Ph.D. degrees are excluded.
Despite this clear position, faculty members with Medical https://t.co/Uvfzb3IEhM.-Ph.D. qualifications continue to face denial of appointments, promotions, and recognition on the pretext that their Ph.D. was not pursued through a so-called "regular" programme. Such actions are contrary to the spirit of the UGC clarification and raise serious concerns regarding fairness and consistency in regulatory decision-making.
NMMTA strongly urges the NMC to cease this continuing harassment of Medical https://t.co/Uvfzb3IEhM.-Ph.D. faculty members and to review all decisions based on this flawed interpretation. It is becoming increasingly difficult to avoid the conclusion that such provisions have been inserted into regulations not to uphold academic standards, but to systematically exclude a class of qualified and experienced educators from eligibility for appointment and promotion.
Medical https://t.co/Uvfzb3IEhM.-Ph.D. faculty have served Indian medical education with distinction for decades. Their competence, experience, teaching record, research contributions, and service to institutions should be the basis of evaluation—not arbitrary reinterpretations of qualifications that are already recognized by the country's apex higher education regulator.
NMMTA will continue to oppose all discriminatory provisions and pursue every available legal and administrative remedy to ensure justice for affected faculty members.

NMC’s TEQ 2022 clause insisting that MSc–PhD faculty must hold a PhD “as regular on campus course” is jurisdictional overreach, legally untenable and academically irrational.
UGC already recognises full‑time and part‑time PhDs with identical academic rigour; distance mode is barred, but part‑time is fully valid. NMC has no statutory mandate to micro‑regulate how a PhD is obtained, only to specify what qualifications are required.
Applying this “regular on campus” condition to PhDs awarded years before 2022 amounts to retrospective penalisation and violates basic principles of natural justice. Careers are being derailed despite degrees earned fully within UGC norms.
Demanding a PhD only from non‑medical teachers in pre‑/para‑clinical disciplines, while MD faculty are not held to the same standard, chases not educational need but arithmetic parity in years of training. Credential parity is not educational equivalence.
NMMTA urges NMC to:
1️⃣ Delete “as regular on campus course” from TEQ 2022;
2️⃣ Add a saving clause to reverse adverse actions since 2022;
3️⃣ Respect UGC’s exclusive jurisdiction over PhD regulation.
NMMTA requests hon'ble @MoHFW_INDIA minister Sh. @JPNadda ji to intervene and direct @NMC_IND@NMC_BHARAT to amend this discriminative guidelines.

NMMTA strongly condemns the denial of Professor status to Dr. Sunil S. Shivekar, a Medical M.Sc-Ph.D. faculty member possessing the requisite experience, solely because his "Ph.D. was not obtained through a regular in-campus programme from a recognized medical institution".
This decision is arbitrary and legally unsustainable. To our knowledge, Dr. Shivekar earned his Ph.D. in 2015- years before the formation of NMC and the promulgation of its current regulations. Applying a subsequently introduced criterion retrospectively is both unjust and contrary to established principles of natural justice.
NMMTA had objected to these provisions when public feedback was sought to the draft regulations, and has repeatedly conveyed its concerns to the NMC and the Ministry of Health & Family Welfare (@MoHFW_INDIA). Having failed to secure a fair resolution, the Association has now approached the Hon'ble High Court seeking justice.
We urge the @NMC_IND@NMC_BHARAT to immediately withdraw its letter and accord due recognition to Dr. Shivekar as Professor. Merit, experience, and demonstrated competence-not retrospective technicalities- must guide academic recognition.
Also, the Association respectfully requests the Hon'ble Minister, Shri @JPNadda ji, to take necessary steps to curb the dangerous precedent of enforcing rules retrospectively. The unnecessary harassment meted out to the Medical M.Sc-PhD faculties are avoidable.

Recently @NMMTA_Assn successfully defended an ex parte stay application filed by AIPCMA in the Delhi high Court against the GO to include Medical MScPhD professionals upto 30% in a medical college. We thank AIPCMA for professionally intimating us timely. They intimated another association, guess which one? But alas other than @NMMTA_Assn no one stood up that day to defend the Medical MSc PhDs right. No ex parte stay was granted.
This is for the information of those obnoxious individuals who constantly spread misinformation and misinterpretations, seeking to validate themselves by falsifying the truth and spreading propaganda against @NMMTA_Assn . Members must recall #WallofShame. They owe us an apology!
National https://t.co/Uvfzb3IEhM. Medical Teachers’ Association (NMMTA)
extends warm greetings on the occasion of Deepavali!
May this festival of lights illuminate your lives with peace, happiness, and prosperity.
Let the glow of lamps bring renewed hope and harmony to your homes and hearts.
Unbelievable!😱🙄
Health ministry advisory asking hospitals/clinics/doctors to procure products made under Good Manufacturing Practices, using safe ingredients
Really?!
How are they supposed to do that?
Isn't that the job of drug regulator, to ensure all drugs in market are safe?
@NcahpOfficial As per your definition & scope of work Medical MSc post graduates & PhD(med) shouldn't be termed as Life science professionals. As per CEA guidelines they are signatory authorities in Biochemistry & Microbiology in Clinical laboratories. Change/remove accordingly.
It has come to our attention via social media that a certain individual has sought information from the UGC regarding the recognition of https://t.co/Uvfzb3IEhM. (Medical) courses in the country, and the UGC stated that it does not approve the courses.
It must be clarified here that the UGC’s role is to specify the degrees and their nomenclature; not to approve individual courses. Approval and conduct of these courses fall under the purview of recognized universities. It is the respective Boards of Studies within these universities that approve, regulate, and oversee the conduct of these programs, and ultimately award degrees to successful candidates.
People bone-drenched in hate fail to understand these distinctions. We feel sorry for such individuals.
We are thankful to @NMC_BHARAT for timely updating the amendment to MSR 2023.
We would also like to request the Commission to amend the examinership issue in CBME 2024 guidelines and include eligible Medical MSc/PhD teachers.
@NMMTA_Assn
Faculty with medical MSc. or Ph.D. qualifications in non-clinical subjects such as Anatomy, Physiology, Biochemistry, Pharmacology, and Microbiology have been integral to India’s medical education system since the 1960s.
This is neither a new development nor unique to India. In fact, many countries, including the United States, follow a similar model—where the majority of educators in non-clinical disciplines come from a science background, often holding Ph.D. degrees. Why should India be any different?
We appeal to the broader medical community to stop viewing or treating us as adversaries or inferiors. Let both categories of teachers complement one another and work collaboratively for the betterment of medical education in the country.

NMMTA has never paused, never stopped.
We remain hopeful that the need to struggle for opportunity with dignity will soon be behind us. While some challenges persist, we trust they will be resolved in due course.
We are not here to take anyone’s job. We have been an integral part of medical education for decades-supportive, committed, and collaborative. It’s time to stop undermining our contributions.
Since its inception in 2013, the association has been actively working for its members. NMMTA will continue to grow, advocate for the rights and recognition of teachers with medical MSc./Ph.D. qualifications, and uphold the values of sincerity and excellence in medical education.
The way a section of the Dr. community is reacting as if Medical MSc -PhD is introduced with TEQ - 25. They forget many of them were not even born from when these courses were running with successful employment outcomes.

A PhD in Medical Science cannot be done outside campus. It needs a laboratory, infrastructure, hospital setup etc. And not all the medical College /universities are equally equipped.
Request to @NMC_BHARAT , @MoHFW_INDIA@PMOIndia to remove the term 'in campus'. It's meaningless
I call upon @MoHFW_INDIA to include Medical MSc & PhD teachers as a permanent member in NMC to take active part in uplifting medical education and represent the community of Medical MSc/PhD educators.

Academic Apartheid: The Hidden Discrimination in Medical Education
The most prevalent and dominant human emotion across the world today is hatred— an animosity often directed toward fellow human beings. No community is immune to it. People differ in many ways- social, financial, and educational status; political or religious beliefs; region, ethnicity, caste, language, appearance, skin colour, profession, or academic background. Unfortunately, these differences are frequently used to judge and divide.
One group often develops a sense of entitlement, considering itself superior and taking pride in its perceived advantages. This pride inevitably morphs into prejudice against others. Such prejudice gives rise to discriminatory practices—whether it was the institutionalised racism of apartheid in South Africa, colonial oppression by the British in India, or the horrific persecution of Jews by Nazi Germany.
When an entitled group occupies a dominant position, it often constructs benchmarks, indices, and narratives to justify its superiority- employing any means necessary to maintain that status. Members of such groups rarely recognise their own bias; they rationalise their behaviour, lack empathy, and have no qualms in denying rights and dignity to those they perceive as inferior.
This deeply ingrained mindset is alarmingly evident in India’s medical education system, where the elitist medical fraternity often views educators with medical MSc./Ph.D. qualifications as inferior or unworthy. Their reluctance to acknowledge the capabilities of equally qualified non-MBBS teachers reflects a prejudice similar to racial or casteist discrimination. The systematic marginalisation of non-MBBS educators amounts to "academic apartheid".
While the nation has legal protections against social injustices and atrocities, educators in medical institutions are offered no such safeguards. What recourse do they have? Practically none. Hatred, after all, is a mindset- rarely corrected by laws or education alone. The oppressor always feels justified. When this hate festers unchecked, it leads to dangerous and untenable situations- ones where the judiciary and legislature must step in to ensure equity and justice.
NMMTA firmly reiterates that academic competence is not determined solely by possession- or lack of a specific degree. Excellence and mediocrity exist across all qualifications. Hence, academic titles alone should not be the sole yardstick for merit. Let the best minds from both groups serve medical education together. Those in dominant positions must learn to accept, assimilate, and collaborate, rather than marginalise and exclude. It is time for wisdom, fairness, and inclusivity to prevail.
