The referee misapplied the rules when giving Balogun the red card, therefore what FIFA is saying is it shouldn’t have been a red card in the first place because the referee broke proper VAR procedure. It’s pretty black and white and not rigged or malicious. Just the rules.

Tired: Texas was blowing out Vanderbilt then took the foot off the gas and Vanderbilt made a comeback in garbage time.
