hear me out.

you need two things :
1. be ridiculously confident about your proposal to the person you're approaching and just shoot your shot. always.
2. have substance to back it all up.

now how you build substance is upto you :
- personal projects
- past experiences
- ambitious hobby projects with friends count too (heck i even mentioned starting a gaming youtube channel with friends and failing at it)
- anything you're proud of

as long as you can extract takeaways from every single thing you mention in your personal pitch, you're good.

everything else you "should" do from the list is just cosmetics, it will always boil down to substance.

this works. people who know me, know i advocate for this as well and if numbers help this has a 50% "positive" reply rate in my case.
