Savvy on parental kidnapping? I could use some advice.

Local PD won't take a report since we have custody orders. They say I have to go thru family court. Kicker here? Just got an MOU for relocation and nothing is filed in my new state. I can't go thru family court.

Have filed a report through a national hotline. My ex moved out of his mother's home at some point over the summer and won't disclose his address. His mother and stepfather work for the PD there and are covering for him, so my recourse is nil.
