Storm water has never been taken seriously in Kenya.
Just to explain, storm water design is based on rainfall intensity as the main input parameter. Now, intensity is measured in mm/hr
Serious countries have installed gauges that measure rainfall intensity in 15 minute intervals
Why you ask? Because there might be very heavy rain for say just 30 minutes then light rain for the rest of the day or no rain at all.
So , it you report the total rain in 24 hours, one might assume it was evenly distributed when it was in fast a 20 minute event.
This is very important because it enables one to size drainage infrastructure correctly. The data, for example in US is publicly available online
In Kenya we just have 24 hour gauges and most have incomplete data. We also don’t have streamflow gauges except in just main rivers eg Tana
The serious data unavailability means one has to design by approximation
