The @EU_Commission is playing a very high stakes game. It assumes that punishment, taxes, #bans and restrictions will be the most effective, or even the only way, to convince smokers to make better choices while rejecting real-world solutions because it does not match an idealistic world vision.
Shifting the target to include abstention just for the sake of abstention does not reduce risk more. It is in fact highly likely to make progress more difficult where it matters.
