Windows 11 #24h2 problem with #3DSMax can be easily fixed by using Command Prompt command:
attrib -S %USERPROFILE%\AppData\Local

It will remove attribute System from Local folder which introduced in 24h2 and was make #3DS Max do not load macroscripts.
