Rettslig sett er det ingen tvil om at staten kan bryte avtalen, men hvilke institusjoner vil i fremtiden inngå denne typen avtaler? Vi tar ikke bare imot midler, men ansetter mennesker for disse midlene med kontrakter som strekker seg lenger enn de årlige budsjettvedtakene.
