VFT thought the spire was attached to the temple, but it's attached to the smaller church in the distance. Once you line them up you realize the figure on the roof is where the FBI placed them.

@ChristinaFaye67 @imelizabethlane I think Valhalla mistook the larger temple for the smaller church steeple. I've properly lined up the landmarks, and the FBI placement of the figure checks out. It also explains the missing smaller windows on the Losee Center's rooftop building.
