Medical sources say Nasser Hospital was first struck at 10 am. As you can see in the video here in the lower right corner, the second strike came at 10:17 am.

When ISIS and Al Qaeda have carried out similar double-tap strikes aimed at killing rescue workers, they often have used a similar gap of roughly 15 minutes, maximizing the number of new civilians to be killed in the second strike. As @972mag has reported, this is an explicit Israeli strategy.
