The British appeased the French to keep them onside during the American Revolution, then again with the design of the original Canadian government. It was to keep Canada a perennial colony of Que.

@ABProsperityPrj The ONLY reason that Alberta does not have its own police, pension plan, or immigration program is because Alberta doesn't want them. No action has been taken towards these goals by any Alberta government. Quebec has rights because Quebec takes them. Alberta (so far) has not.
