EXPLANATION - IFAB 🚨- Let me explain exactly what the circular said, using the IFAB Laws of the Game not my personal opinion. You have the right to disagree, but as I said, I am referring to the new Laws of the Game 2026/27, which have been applicable since the start of the World Cup.

“A yellow card (caution) which is not a second yellow card can only be reviewed to identify the player who committed the offence that was penalised; the offence itself cannot be reviewed/changed.”

✳️ First point: The yellow card shown to Paredes was not a second yellow card, so it falls under the category that can be reviewed. Just like the one shown to Tim Ream in the Paraguay vs USA game (everyone agreed at the time that the rule was well implemented, remember ?)

✳️ Second point: The purpose of the review is to identify the player who committed the offence that was penalised. The incident was reviewed to determine whether Paredes was actually the player who committed the offence. NOT to check if it was a foul. Under VAR PROTOCOLE, MISTAKEN IDENTITY - that’s Correct !!!!!!

✳️ Third point: This is where the misunderstanding is happening, because you just read the rule without checking the “explanation attached”. The rule says the offence itself cannot normally be reviewed or changed. However, the rule also states : EXCEPT in the context of mistaken identity. There is an EXCEPTION in the context of “mistaken identity”. This was a case of mistaken identity. Therefore, the offence could be reviewed for that specific purpose. So, was the referee allowed to review the offence ??? Yes, because the review was taking place under the mistaken identity exception.

✳️ Fourth point: Was the referee allowed to use the mistaken identity clause to address Embolo’s simulation? IFAB NEVER SAID NO !!!! It was NEVER described as an error. The circular states : The use of the mistaken identity clause to deal with simulation cases during the FIFA World Cup 2026 was “well received” and will be included in the detailed review of the VAR protocol announced in Circular No. 32. There is an ongoing “review” since March 2026 and everything will be included in detail in the VAR PROTOCOLE after the review is completed. They only said to stop using it for now until the review is completed. It was OK to use it DURING the world cup. In fact in June 2026 after the Paraguay vs USA game they explained it via a post on X that the offence can be reviewed in case of mistaken identity. So the simulation can be reviewed and the offender cautioned and I guess you all know that Simulation is always a yellow card offence.

✳️ Fifth point: What does Circular No. 32 explain? It explains the change that allows VAR to review cases of mistaken identity when a player is shown a yellow or red card, but the offence for which the card was shown was actually committed by another player of either team. It doesn’t have to be a player from the same team. The rule has changed a long time ago.

✳️ Last point : Previously, the actual offence could only be reviewed in situations connected to a goal, penalty incident, or direct red card (old rule). The new updated wording now makes it clear that the offence can ONLY be reviewed in the context of mistaken identity. That is the key distinction: the offence is NOT generally reviewable, but it becomes reviewable when the purpose of the review is to correct a case of mistaken identity.

✳️ My advice : When you’re reading the Laws of the Game on IFAB, you should also look at their explanations, because those are available on IFAB as well and they can help you understand how the rule should be implemented. And update your app. The rules are changing fast !!!! - N.A
