Delhi Police Special Cell has registered a case over alleged circulation of the autobiography by former Army General MM Naravane, ‘Four Stars of Destiny’, on various social media platforms.

Integrity Before Tenders: Public Trust Cannot Be Compromised
The 2017 UPSC Civil Services Examination fraud exposed organised cheating when a serving IPS officer was caught using concealed electronic devices inside the exam hall. Investigation revealed that question papers and answers were illegally transmitted during both Prelims and Mains, with assistance from La Excellence IAS / M/s La Excellence Edu Services Pvt Ltd, Hyderabad, run by Mr. P. Rambabu.
Arrests were made and charge-sheets filed.
The Madras High Court (30.07.2025, Crl.R.C. No.1257/2025) recorded sufficient prima facie material to proceed with trial under IPC 109, 418, 420 r/w 120B.
The CAT, Ernakulam Bench (OA No.180/00775/2019) upheld the IPS officer’s discharge, detailing the cheating modus operandi.
Despite this judicial record, the same entity is bidding for the Odisha Government’s “Non-Residential Civil Services Coaching for UPSC Aspirants” tender (Oct 2025) under the Higher Education Department.
In a constitutional governance, public employment and publicly funded coaching demand highest integrity. Entities linked to exam fraud raise serious concerns for public trust and constitutional morality.
Respectfully urge @CMO_Odisha @DHE_Odisha to conduct strict integrity vetting before finalising the tender.
