चीनी की कीमत, स्टॉक और आयात को E20 से जोड़ना सुविधाजनक राजनीति है, लेकिन आंकड़े इसकी पुष्टि नहीं करते।

1. “9 साल का सबसे कम स्टॉक क्यों? 10 लाख टन आयात क्यों?”

क्योंकि आयात का फैसला Sugar Balance से होता है, उत्पादन, consumption, stocks और prices से, E20 से नहीं।

2025-26 का शुरुआती उत्पादन अनुमान करीब 349 लाख टन था, जो घटकर लगभग 280 लाख टन रह गया। उत्पादन में यह भारी गिरावट, स्थिर खपत और घटते closing stocks मौजूदा दबाव की असली वजह हैं। ऐसे में घरेलू उपलब्धता और कीमतों को संभालने के लिए आयात calibrated policy response है।

2. “तीन महीने में चीनी 40% महंगी हुई, जिम्मेदार कौन?”

कीमतों पर दबाव उत्पादन और stocks में आई कमी से आया है। इसे E20 की देन बताना आंकड़ों के खिलाफ है।

ESY 2025-26 में ethanol procurement का सिर्फ 18.21% sugarcane juice/sugar/syrup से आया। 81.79% दूसरे feedstocks से आया, जिसमें maize 35.53% और surplus FCI rice 25.55% है।

और domestic sugar availability निकालते समय approved ethanol diversion पहले ही netted out होता है। उसे फिर shortage का कारण बताना double counting है।

सवाल यह नहीं कि कितना sugar ethanol में गया; सवाल यह है कि diversion के बाद consumption, opening stocks, exports और जरूरी closing-stock buffer के मुकाबले कितना sugar उपलब्ध है। यही Sugar Balance कीमत और आयात तय करता है।

3. “चीनी कम है तो गन्ना E20 में क्यों झोंक रहे हैं?”

क्योंकि E20 को चीनी की कमी का कारण बताना ही गलत premise है।

भारत E20 से बहुत पहले भी चीनी आयात करता था। UPA-II में 2009-10 से 2013-14 के बीच 75.25 LMT आयात हुआ; अकेले 2009-10 में 41.8 LMT, जब E20 का कोई सवाल ही नहीं था।

और हर import घरेलू खपत के लिए भी नहीं होता, raw sugar का एक हिस्सा processing और mandatory re-export के लिए आता है।

दूसरी तरफ, भारत ने 2021-22 में करीब 110 LMT चीनी export की। यानी sugar economy surplus और deficit के चक्र से चलती है, कभी export, कभी import।

Ethanol इस economy का अतिरिक्त market है, जो surplus वर्षों में stocks का दबाव घटाता है, mills की financial health मजबूत करता है और किसानों के cane dues चुकाने में मदद करता है।

किसानों का FRP भी 2013-14 के ₹210 से बढ़कर 2026-27 में ₹365/क्विंटल हुआ, करीब 74% वृद्धि।

इसलिए असली chain है:

उत्पादन में गिरावट → stocks पर दबाव → कीमतों पर दबाव → सरकार का import/stock management से intervention।

न कि:

E20 → sugar diversion → shortage → imports।

“ये कैसा आत्मनिर्भर भारत है?” का जवाब भी साफ है: आत्मनिर्भरता का मतलब supply संकट के समय आयात रोककर कीमतें बढ़ने देना नहीं, बल्कि समय पर उपलब्धता सुनिश्चित करना है।

चीनी का आयात Sugar Balance तय करता है, E20 नहीं।
