I agree very much with Mr. Locke. An important factor: humanitarian considerations should be a serious part of the immigration policies, especially if refugees are in dire need of assistance. One could also highlight the importance of fairness and justice.

What an unbelievable comment. CLEARLY, the best solution would be through "Life, Liberty and Property". These policies need to respect an individual's natural rights, which includes the right to seek a safe place.
