A November 2025 law already lets Putin deploy reservists without declaring formal mobilization, giving the Kremlin a way to do this gradually and avoid the political fallout of 2022's chaotic call-up.

🗳️ Officials aren't expected to move before the September 18-20 Duma elections. Zelensky's intelligence estimates put a potential post-election mobilization at 300,000 to 500,000 people.
