Over time, I've come to the conclusion that Republican policies make the most sense when seen as billionaires' tools for maximizing their profit from their free-range livestock. They want to grow their herds, but they don't really care about the health of their beasts of burden.

He's criticizing the Reagan/Bush administration and the CIA for creating the monster that Saddam was. He could have been talking about bin Laden at the same time.
