Yeah I've got 7 bots running on one OpenClaw instance so it's definitely possible. Your issue is probably the bindings.
Two things you need:
1. Use accounts in your config instead of a single token:

2. Add accountId to your bindings — this is why only one responds:

Without accountId in the binding, both agents fight over messages through the default account. That's your "only one responds" problem.
Also make sure both bots have Embed Links + Attach Files permissions in Discord, and Message Content Intent enabled in the developer portal. Otherwise you'll get "Missing Access" errors.
