US President Donald Trump has fired his first salvo at the Rwandan regime by sanctioning @PaulKagame's right hand man, General James Kabarebe. Kabarebe is the architect of so much suffering in Congo. He's had command responsibility for nearly 30 years of atrocities, having led Rwandan troops that invaded Congo in 1996 and helping to sponsor a series of militias ever since. He helped orchestrate this latest rebellion by M23 rebels who are now killing and terrorizing Congolese civilians. There has been significant media interest in understanding why Rwanda is in Congo, why it supports the AFC/M23 militia, and what its ultimate goal is. However, this line of questioning is problematic as it erases 30 years of history, during which both Rwanda and Uganda have played a devastating role in the Congo.
Ending the war in the Congo requires justice. Justice will only be achieved when Rwanda and Uganda are held accountable for their crimes in the region, something that can only happen if their Western backers withdraw support.
In the case of the United States, Secretary Rubio must enforce Section 105 of Public Law 109-456 by withholding military aid to Rwanda due to its backing of the AFC/M23 alliance.

Reports from multiple sources and local contacts indicate that M23 rebels are now inside Goma, the capital city of the North Kivu province in the Democratic Republic of the Congo. There are unconfirmed claims that they have taken control of the airport. What is certain is that the ultimatum issued by M23 to the Congolese government has been enforced.
The Uruguayan military has confirmed that over 100 Congolese soldiers have surrendered, complying with M23’s 48-hour ultimatum. The fate of the remaining soldiers from South Africa, Malawi, and the DRC remains unknown.
In the coming hours, the people of Goma will know their fate. Fear and uncertainty hang over the city as Rwanda’s Defense Forces, alongside M23, have crossed into Congo to attack Goma.
This is yet another failure of the Congolese government to protect its citizens. Let’s be clear: Rwanda, a country 89 times smaller than Congo with a population of just 14 million, could not wage this aggression without the military and strategic support of the United States and the European Union. This is not just a regional crisis. It is an international conspiracy.
