Connecticut State Police, having identified Electra Chiulli driving a black Subaru Legacy in Norwich, immediately recognized her—she was wanted for a previous, high-stakes police pursuit in Old Saybrook.
Attempting to prevent another chase, troopers converged on the vehicle at a Route 97 gas station, initiating a "box-in" maneuver.
When the reality of the situation set in and Chiulli refused to exit the vehicle, officers breached the rear window to force compliance. The situation turned violent as Chiulli shifted into gear, aggressively ramming a state police cruiser before reversing into a fuel pump and striking a second cruiser in a desperate bid to escape.
The ensuing high-speed chase stretched from Route 97 to I-395 North and finally onto Route 169. The pursuit reached its breaking point in Lisbon when Chiulli lost control, striking a guardrail on Strnad Road and fleeing on foot.
A K9 unit eventually tracked her down, locating her hiding under the deck of a nearby residence where officers were able to apprehend her.
The gravity of the situation intensified further upon her apprehension. Chiulli informed officers she had ingested baggies of fentanyl to conceal evidence, necessitating an immediate emergency transport to a local hospital.
She was processed while under medical care, a procedure that mirrored the high-risk nature of the entire encounter. A search of the area where she was found confirmed the presence of additional bundles of narcotics and paraphernalia stashed under the deck.
Facing the consequences of her actions, Chiulli was hit with 11 charges, including:
Criminal attempt to assault a public safety officer.
First-degree reckless endangerment.
Multiple counts of first-degree criminal mischief.
Engaging in a police pursuit.
Narcotics possession.
She was ultimately held on a $500,000 bond. A harrowing reminder of the risks law enforcement faces daily when dealing with habitual offenders.
