But if one were to propose a federal UBI, congress would want some sort of fund raise to offset the cost. It could be set up to act outside of the federal budget like SS.

If it did cause some inflation, which would be limited to certain markets with unfulfilled demand due to poverty, it would not outpace the UBI, so it would necessarily still increase the purchasing power for poor people.

How progressive it is depends on if/what the funding mechanism is, but the poorest people will have the greatest benefit. That is the traditional definition of progressive when it comes to tax policy.
