The real reason Ozia keeps Azula in the fire nation is because he is punishing her for lying to him about Zuko killing the avatar.
Azula never realizes that Zuko told their Father the truth, she was a prodigy to her father until she tried to pull one over him.
Ozai's nonsense aside, I appreciate how at 13 y.o. Zuko not only told off a general but was willing to fight him in order to stand up for both his viewpoints & his future subjects.
It still blows my mind how deeply written ATLA is. Ozai banished Zuko for losing his "honor" in the Agni Kai. But looking at the rules established later with Zhao, Zuko forfeited. Ozai burning him was the actual dishonorable act.

I get why that moment hits hard, Zaheer frames it as “removing a tyrant,” and Earth Queen Hou-Ting is clearly written as an abusive, corrupt ruler.
But “justified” is where the show pushes back.
What Zaheer did:
Killed a tyrant who was exploiting her people
Exposed how rotten the Earth Kingdom system was
Triggered collapse that forced political change
What it also caused:
Immediate power vacuum and chaos
Civil instability across the Earth Kingdom
Massive suffering for the very people he claimed to liberate
The show’s point isn’t “the Earth Queen was good” (she wasn’t). It’s that violent revolution driven by extremist ideology doesn’t just remove bad rulers, it often destabilizes entire systems without building anything stable to replace them.
So Zaheer isn’t framed as “wrong because the Queen deserved it,” but because his philosophy is:
“Eliminate all authority and balance will fix itself.”
And Legend of Korra shows that reality is messier than that.
