Just want to remind everybody that preemptive arrests for 'disruptive' (effective) protestors (activists) is not new and does not require new legislation.
The last widespread instance I can remember off the top of my head was the 70 odd arrests before the royal wedding in 2011.
I'm old enough to remember when the #PanamaPapers exposed the dirty dealings of the 1%ers and the only consequence was the journalist who led the investigation, Daphne Caruana Galizia was assassinated with a car bomb, RIP.

Police protecting the set up of the arms fair have once again chosen to do so violently, hitting protesters standing around in the road with batons, and using a baton to beat a protester lying on the floor behind police lines & already under arrest. Met Police: this is not ok.
[DEMANDS] Frontex has increasingly close ties to arms and security companies. The industry has been able to push a narrative in which migration is framed as a security problem, to be combated by the products and services it has on sale. This militarisation of borders has to end.
