Article 174 (1) of the Constitution of India does neither apply in Nepal nor in Bhutan. That goes without saying so.
But the question is does that article apply in Manipur?
Is the Government of India subverting the Constitution or is it a sign of "the Rule of Colonial Difference"?

Far more than being an "inter-community" conflict, which has been revealingly essentialized as "ethnic conflict", the crisis in Manipur is fundamentally about subversion of the Constitutional Order through a process that smacks of what Partha Chatterjee calls "Rule of Colonial Difference"!
It's a rule that maintains a distinction between the so-called "mainstream" and the "other". The question of article 174 of the Constitution that pops up now is only one amongst many issues of constitutional impropriety that many in this country have chosen to ignore over the last 21 months!

Holding innocent citizens as hostages and making them appeal via the media to fulfill the demand(s) of the abductors is an act of terror. It's a part of the same violence that has been used as a means to press for demands, political or otherwise, in Manipur since May 2023. The State should show that it's not complicit in this protracted violence by acting against such terror tactics. Rescuing the two innocent citizens who are being held hostage is the sole responsibility of the State. Too many precious lives have been used as sacrificial lambs in this murky political maneuver since last year. It's better late than never, act now!

In a democratic polity, we have political parties which have ideological and programmatic differences. These parties may be rivals, but certainly not "enemies". Each one of these parties seek to shape the country as per their visions and programs rooted in the ideology of their respective parties.
But in fascist political culture, such political rivals with different ideologies are considered as "enemies", and correspondingly talk about eliminating them. The slogan of "Congress mukt Bharat", a euphemism for opposition-less polity, is a reflection of a fascist propensity.
Similarly, the threat of physically harming the Leader of the Opposition Shri Rahul Gandhi cannot come from a democratic culture. But it can only come from those who love and thrive on fascism.
Thus, the threat to the life of LoP of the Lok Sabha (an elected member of an elected house of the Indian Parliament) itself is an attack on the basic democratic and republican character of the country. By extension, therefore, it's an attack on the Parliament and a threat to this country! Necessary action ought to be taken up against those people who have openly threatened Shri @RahulGandhi.

In the last couple of weeks, there has been a lot of talk about who is and who should be in charge of the “Unified Command” that looks after the law and order as well as security in the state of Manipur. This issue is being raised 16 months after the crisis began in May 2023!
But barely a week after Mr Kuldiep Singh was appointed in May, 2023 as the Chairman of the Unified Headquarters/Command, I had flagged off the issue of Article 355 to Karan Thapar. I had told him about the subversion of the federal structure by the Modi led Govt. of India through a de facto and illegal act of exercising power over the state government. And that this subversion has rendered Shri Biren’s government as a “proxy government” and “a façade”. Not only that, I have also hinted about the “game” of keeping “Biren as the enemy” to help perpetuate the conflict and that if he were to be removed, that “game (would be) gone” as well! That the violent crisis which should have been brought under control in a couple of weeks has not happened so far points to that “game”.
Since this interview (9 June, 2023), I have consistently raised this issue on many occasions, by asking “who’s in charge of the law and order” in Manipur, and reminding that the Govt of Manipur is a “proxy” for the Govt of India.
And that Shri Biren is a “willing scapegoat”, someone who has protected and shielded Modi-Shah from any criticism or responsibility pertaining to this terrible tragedy in Manipur. In fact, he has defended the duo openly and unabashedly in many instances! Fact is, as I have insisted throughout the crisis so far, the “inaction of the GoI” itself is an “action” that has aggravated and prolonged the crisis, and therefore it must take the major responsibility.
3rd of May, 2023 is an epochal moment in the trajectory of the state of Manipur just as 21st September, 1949 was!
If Manipur were to be listed as a state under Part A when the Constitution was adopted on 26 November, 1949, particularly given the historicity of the state, the last 75 years would have been very different from what it had been...But then, this is about "Ifs" and "Buts" of history just as it was about a "rastra chetna" that had presumably guided the then decisions...
However, the developments from the 3rd of May, 2023 to date are lived moments of the living generation that implicates a "rastra chetna" as well. In this sense, the way we respond to this crisis, this lived moment, is not about "Ifs" and "Buts" of history but thoughts and deeds that constitute the present and history.
Needless to say, these thoughts and deeds will shape the destiny of the people, particularly those in the State of Manipur, and what the state and the country would be in the days to come!

With your blessings and support, I have been able to bring attention to the grim situation in our region for the future and security of the indigenous people of Manipur. I also had the opportunity to highlight the devastating impact of unchecked immigration and narco-terrorist activities, which have been wreaking havoc in the region for the past 15 months. It is high time the world steps in to eradicate the emerging Golden Triangle in Manipur before it spirals into a larger problem.
