Finally, someone is putting numbers on the table.

Reform's £40bn plan: £20bn off welfare, £8bn off net zero, £6bn off foreign aid, plus student loans, quangos and an immigration health surcharge. The NHS, armed forces and police are protected, they say.

The money goes towards a £15,000 tax-free allowance, so working people keep more of their pay.

Launch is Monday. Healey's Budget is Wednesday. Let's see which one backs the people who work.

A man opens his door and sprays a PAVA-like substance in the faces of two police officers who came to a domestic assault call. Disgraceful.

Bedfordshire Police bodycam shows it happen in Luton on 17 May. One officer was left temporarily blind and struggling to breathe. They were doing their job and got attacked for it.

He was jailed for two years at Luton Crown Court on 17 July after pleading guilty to two counts of assault on an emergency worker, possessing a weapon for discharging a noxious liquid and actual bodily harm.

Two years for leaving a police officer temporarily blind and struggling to breathe. Is that enough?

Two men jailed for 18 years each after a gunfight outside a Birmingham nightclub. 😡

The CCTV shows both firing, and a food-stall worker caught in the crossfire needed surgery, Birmingham Live reports.

It happened outside FJ Lounge in Aston at about 6am on 23 March last year. Aaron Nubie, 47, and Kimani Durrell-Smith, 28, were each found guilty of two counts of wounding with intent and cleared of attempted murder. Both admitted having a firearm. They were sentenced at Birmingham Crown Court on Thursday 22 October, 18 years each according to police. Police say Nubie came back armed. The judge said both men fired within a fraction of a second of each other.

DS Phil Hinton, West Midlands Police: "Both men made a decision to arm themselves, and then to fire at each other at close range."

Labour pledged not to raise income tax rates. Lovely. Meanwhile the thresholds are frozen until April 2031, so every pay rise drags more of you into tax anyway.

The IFS says 4.9m more people pay income tax this year because of the freeze, rising to 6.1m by 2030-31. Unfreezing the personal allowance would cost around £8.4bn a year in the long run.

Also already law: most unused pensions count towards inheritance tax from April 2027, and the cash Isa limit drops to £12,000 for under-65s.

Budget is Wednesday. Income tax rates stay the same, you just pay more. Clever.

70,000 police and gendarmes are deployed. The Interior Ministry's midday count was 135 arrests, with no major incident at that stage according to AFP and BFM. On 17 Oct it was about 2,700 arrests and hundreds of shops looted.

Pau: Sud Ouest says the march passed off without trouble until midday, when some marchers tried to get round a police barrier blocking the centre. Tear gas followed. The prefecture says 24 people were arrested.

Lyon: the prefecture banned gatherings across much of the centre and said any gathering would be dispersed. Gas was used at Place Jean-Macé, which is outside the banned zone, where Lyon Mag described the march as peaceful. The prefecture says masked groups formed and iron balls were thrown at riot police. Le Progrès' reporter says gas was fired before any projectile had been thrown.

🚨The Met says it received a letter in January 2019 containing "a number of claims about alleged offending outside the United Kingdom", sent to its Protection Command regarding the Duchess of Sussex's security.

It was passed to the Sussexes' office. The Met says "the details of the allegations in the letter were not shared with other law enforcement agencies."

The Met is considering whether a referral to the IOPC is necessary.

Sky says the letter contained allegations about Thomas Markle, who has denied them.

Carla, a 19-year-old second-year student at the University of Lancashire, was found dead in her halls in Preston in February.

Owens was found guilty of murder, GBH and intentional strangulation and sentenced to life with a minimum of 35 years.

DI Pete Macdonald, Lancashire Police: "Carla had her whole life ahead of her, which was ripped away by someone she should have been able to trust."
