In the spirit of Civic Education, I bring you my analysis and findings of the CDF for Kiharu Constituency, in Murang'a County. I cover 2018-2022.

I provide an "Executive Summary" first, followed by details and minutiae below.

Finally - I provide you with tables summarizing the findings as I categorize the. I urge you to save these, and make sure to use them when evaluating his performance in office.

Executive Summary:

After analyzing four years of audit reports, I have categorized the financial irregularities into three groups/buckets:

1. Missing or Potentially Stolen Funds – Funds that are completely unaccounted for, misappropriated, or diverted for unauthorized purposes. My analysis concludes that this amount is around Kshs. 96,862,223 for these 4 years.

2. Wasted Funds – Projects with poor workmanship, abandoned constructions, unnecessary expenditures, or funds used inefficiently. Amount is: Kshs. 134,063,600

3. Unaccounted Funds – Payments or expenditures that lack supporting documents, raising concerns over their legitimacy. Amount is :Kshs. 82,195,963

Grand Total of Financial Irregularities: Kshs. 313,121,786 in 4 years.

Financial Year 2020-2021​

Unverified Bursary Payments

Kshs. 27,818,000 in claimed "bursary payments" have absolutely no support. No names, ID numbers, or schools attended, or contact information of supposed recipients.

Kshs. 21,242,000 in claimed "transfers to institutions" cannot be verified by those institutions. The CDF claims to have sent KSH 21.2 million to certain institutions, but those institutions cannot confirm receiving the funds.

Project Delays & Poor Workmanship

Delayed Projects: 4 projects (Kshs. 12,030,000)
Projects with Issues: 16 projects (Kshs. 13,200,000)
Issues: Incomplete work and, some that are complete are not being used by anyone.

Misuse of Emergency Funds

Total Allocated: Kshs. 8,100,000
Funds Misused: Kshs. 2,800,000
Violation: Funds were used for non-emergency projects.

Unconfirmed Environment Project Expenditure

Total Amount: Kshs. 2,180,817

CDF claims to have purchased and distributed seedlings but has absolutely no documentation to prove distribution of tree seedlings. No names of recipients, addresses, or any contact information of any beneficiaries.

Unverified PMC Bank Balances

Kshs. 13,538,105 in unspent funds in 2019-2020 and Kshs. 9,632,223 from 2018-2019, which should have been returned to the CDF, are not supported by any documentation showing where they are, a this is a potential indication that they may have been diverted to personal use or stolen outright.

Mismanagement of School Projects

The CDF spent KSH118,651,599 on projects involving school renovations. The project management committee oversaw the procurement of raw materials and labour costing KSH 118 million. There was absolutely no supervision by the CDF Management, and no records supporting the expenditures. No receipts such as receipts of materials purchases, and pay slips, are available. As such – nobody can say how much of these claimed expenses are real and how much of it is made up.

Additionally, the fund claimed Kshs.750,770 in respect of office rent for premises leased by the Fund during the financial year under review. However, available information revealed that the Fund constructed a building in 2012 at a cost of Kshs.9,988,431 which for unexplained reasons has not been utilized by the fund. It is either that the building from 2012 does not exist, hence necessitating the retainment of another office, or, the rent is intended to divert funds from intended purpose which is to serve citizens.

Irregular Diversion of Funds

Misallocated Funds: Kshs. 500,000
Project: Water tank construction at Kahatia Secondary School. Funds were used for school’s recurrent expenses instead.

Unsupported Training of Youth on Driving Skills

Total Paid: Kshs. 2,275,000. No tender records or assessment documentation is available. Just a claim of the expense.

Unreconciled Office Rent Payments

Kshs. 754,020 in "rent" has no records whatsoever.
Double Payment/Potentially fraudulent transaction: Kshs. 100,035

Stalled Rural Electrification Project

Fund Disbursed: Kshs. 4,000,000
Project Delayed Since 2018
No justification for non-utilization.
And the KSH 4 million is gone.
