- On what objective basis shall we quantify Superintelligence? Speed? Quantity of topics mastered? Precision? Output Cyclomatic Complexity? On these grounds, all existing AI systems have already achieved criminally prosecutable superintelligence compared to a median IQ human.
- Precisely how will this all be defined so that Engineers, Programmers and IT professionals can comply?
2. The legislative concept embodies no knowledge of the specific risks of AI, how they fit into the constellation of existing risks or the technical means of mitigating them.
- So far no new, unique risks have been demonstrated.
- All risks identified thus far already exist from human behavior: hacking, fraud, development of illicit substances, etc. AI merely accelerates them.
- Engineering methods for mitigating those risks already exist.
- Laws for prosecuting criminal activities associated with those risks already exist.
3. The legislative concept fails at cost-benefit analysis of AI systems. Shall we repress technical innovation, for nebulous fears, that has proven potential to reduce poverty or help treat disease?
