History has demonstrated that the Zionist were happy to  support the first section of the declaration but not the second:

When the Declaration was issued on 2 November 1917, without any consultation with the Arib residents, Palestine was roughly 90% non-Jewish. Most estimates put the population at somewhere between 550,000 and 700,000, and the Jewish minority at around 8 to 12 percent, or roughly 55,000 to 85,000 people.
