Dear Senator, I don't mean to instruct but this is a classic example of a civil litigation insurance case. A lot of PI attorneys use this method of law to litigate, and then throw out some relevant facts, and this does pose an ambulance-chaser type of ethical puzzle, which puts stress on the Judiciary.
