The pattern is documented:

USAID access.
CIA proprietary training.
Daily liaison.
Student files for “operational use.”
Weapons sales.
Joint CIA–USAID specialist courses.

OPS/IPS student lists and biographical information were sent to CIA components for “operational use.”

The CIA Police Group also said liaison with AID/OPS and the academy happened DAILY.

Training was only part of the value.

Then there’s the 1973 joint CIA–USAID Technical Investigations Course.

Phase 1: International Police Academy.
Phase 2: a redacted Agency facility.

Training included demolitions, incendiaries, improvised devices, explosive charges and booby traps.

The Pike investigation estimated that as many as 5,000 foreign police officers from 100+ countries received CIA training without knowing it.

Many later became senior officials back home.

That’s a global recruitment pipeline.

Foreign police officers came to America for USAID training.

Some then entered a CIA-run proprietary school without even knowing it was the CIA...

investigators documented it.

The public course lasted 14 weeks.

Then selected officers could receive 4 more weeks through International Police Services — a CIA proprietary operating under an AID contract.

Same students.
Different instructors.
Different mission.
