Hot take: it should be possible to create an Event Bridge rule that translates an event payload directly into an AWS API call.
Basically the same as AWS Step Functions' AWS SDK integration. Perhaps part of API destinations?

TIL it seems you can't create AWS App Runner services with 0.25 or 0.5 vCPU configuration programatically, according to the API docs.
Can't create services at this size programatically via CLI or Cloudformation. 🙄
