Rayner received a severance payment of about £17k, the standard ministerial payment.
Whether she should have accepted it is a matter of political/ ethical debate rather than legal entitlement.
Personally, I think she should not have accepted it.

He could have said something like
"I believe Labour's early-release policy contributed to a preventable tragedy, and I hold the government politically responsible."
That is totally different from distastefully claiming what is in ministers minds.
