Attempting to "own" the very season in which the majority of golfers play the vast majority of their rounds is certainly a strategy.

So is abandoning the markets in which the PGA Tour has been the #1 game in town for decades in favor of markets where it will never in a billion years be in the top 5.

Pro golf's attempt to become a major sport by sheer stubborn force of will and marketing could be either a bold, skeptic-silencing masterstroke or one of the most epic business case-studies in brand self-destruction in history. I'm not sure there's much possibility in-between.
