Other than the obvious—eliminating interprovincial trade barriers, killing dairy supply management, allowing for foreign competition in telecom and domestic air travel, etc.—I would spend Ken's $100 billion on 1) updating the National Building Code to reduce vertical circulation requirements, 2) updating the CMHC MLI Select program to eliminate the affordability (below-market rate) criteria, 3) introducing a 1031-like exchange, and 4) paying Provinces to harmonize with the new NBC and to upzone their municipalities.
Improving housing policy would reduce the cost of living and create many new jobs for tariff-affected (mostly male) workers.

@evolutionarypsy tbf, I think this has less to do with actual convictions than the prospect of using the federal courts to essentially harass people for years on end for public consumption.
Trudeau let the problem of housing shortages drag on for so long without doing anything that it looks like his party will get wiped out in the next election. Parties will destroy themselves rather than allow more housing.
