You can't get Motability for a health condition, it's how that health condition affects your daily activities, and if you're lucky to get over 12 points then you're eligible for Motability, and that mobility allowance from PIP covers the lease, tax and insurance costs.
Scrapping luxury Motability cars is a start - but time for Labour to seriously reform the scheme.
