@NickBuckleyMBE If the carers were 30ft behind while using their phones, they were incompetent & negligent. So were those who arranged this outing for their risk assessing failures. Carers use phones to check & update daily care notes, but both carers on phones left him unattended & unobserved.

@Jenny_1884 Yes in certain circumstances. When I was younger, monsters like Myra Hindley & Ian Brady were a rarity. Nowadays, violent odious r*pes and m*rders, especially against children, are a common occurrence. Prison sentencing is a joke and doesn't reflect the seriousness of the crimes.
