Why are Northern states not growing. I will explain below - Answer is Border.

Souther states get Undisturbed, Free and Open Coastline thereby giving access to global shipping lanes.

Northern states or Ganga Valley have closed International Border with Pakistan or China. Global Land based Trade routes are inaccessible to these states.

Punjab, Haryana, West UP can't send their produce to Middle East via Land Railways unlike old Silk Routes, Spice Routes, due to a Pakistan problem. Similar issue lies on eastern side of Bihar.
e.g. Rajputana region prospered and has Forts scattered all over because of Trade Routes. Those routes are now shut.

People do not realize the after effects and second order effects of Partition of Pakistan, Bangladesh, and Burma.
