A transfer of an incompetent bureaucrat is a punishment to whichever dept he is transferred.
There has to be a suspension & some expectation to go back to LBSNA or wherever to get a short dose of training and then you start a new stint.

Sometimes, when an issue is already caught the public attention, opposition can kind of stay in the background, let the citizens vent rather than try to ride their coattails and pollute the issue as well (case in point, CBSE/NEET)
And do not keep looking at every single issue as your one & only opportunity- as can be seen this govt fumbles quite often, so the narrative will work over time if one does not go overboard in a hurry & shout shrilly for every issue.
This IS the problem - a misaligned bureaucracy with a ruler mindset & an incredibly slow, bumbling, error-prone legal system hold India back.
Politicians have no incentive to fix because they learn to exploit both these flaws to their advantage.

CBSE should not have changed traditional manual exam paper checking by teachers to On Screen Marking system of scanning of answer sheets ... Digitisation methods can't be applied every where .... Best is always district wise centralised manual evaluation of papers
