Across Africa, we’re seeing continued shifts in pensions, tax, and social security frameworks. Some of these reforms have a huge impact on employer cost structures and employee take-home pay.
Kenya’s NSSF (Social Security) progress is a good example. The February 2026 phase doesn’t change contribution rates, but it materially expands the pensionable earnings base, increasing deductions and employer contributions.
Similar patterns are playing out across multiple markets in 2026: higher pension ceilings, revised PAYE(tax) logic, and expanded social protection obligations.
Below is a snapshot of the key statutory changes we’re tracking:
🇿🇲 Zambia
The National Pension Scheme Authority (NAPSA) has revised the maximum deductible employee pension contribution ceiling for 2026.
🇸🇿 Eswatini
Changes to the Eswatini National Provident Fund (ENPF) take effect in January 2026, with higher pensionable earnings limits. This increases both employee and employer contribution amounts.
🇦🇴 Angola
Angola introduced revised personal income tax (IRT) bands effective January 2026. The changes aim to rebalance the tax burden while maintaining a progressive structure.
🇧🇼 Botswana
Direct tax reforms announced in the 2025/26 budget are now in effect, impacting employee taxation and employer reporting obligations.
🇲🇼 Malawi
Following its mid-year budget review, Malawi implemented PAYE reforms effective January 2026, changing how taxable income and withholding are calculated.
🇲🇦 Morocco
Morocco continues to expand its social protection framework, with updates to statutory contribution bases that affect employer remittances and payroll deductions.
🇰🇪 Kenya
Kenya’s NSSF reform under the NSSF Act, 2013 continues its phased implementation. From February 2026, the pensionable earnings band expands further. While the contribution rate remains 6% employee / 6% employer, the upper earnings limit increases, pushing up the maximum monthly contribution.
