The Supreme Court has spoken clearly: the ₱60 billion PhilHealth fund must be returned to its rightful purpose — strengthening benefit packages for the Filipino people.
This ruling is not just a legal correction; it is a moral reminder that health insurance funds are sacred, meant to protect lives, not to be treated as disposable fiscal entries.
Secretary Ralph Recto, during his tenure as Finance Secretary, authorized the transfer of these funds to the National Treasury. He now insists that he merely followed the General Appropriations Act. But leadership is not about blind compliance. Leadership demands discernment, courage, and the ability to see beyond numbers into the human cost of decisions.
By prioritizing fiscal discipline over the urgent needs of our healthcare system, Secretary Recto failed to uphold the spirit of social justice enshrined in our laws. And he is not naive about the realities of public service. His family has long served the Filipino people, both locally and nationally. He knows firsthand the fragility of our healthcare system and the suffering of ordinary Filipinos. That makes his actions even more troubling.
This is not a matter of anger. It is a matter of delikadeza. Public office is a public trust, and when that trust is broken, honor demands accountability. Resignation is not defeat; it is an act of humility, a recognition that the Filipino people deserve leaders who place their welfare above fiscal maneuvering.
Secretary Recto should step down — not because of outrage, but because of principle. In doing so, he would affirm that in public service, integrity is greater than position, and the health of the nation is greater than any budgetary rider.
