Most of the criticism would be focused on the internal disposition of someone to make this. Not necessarily wrong under virtue ethics, but it could be a sign of bad character.

More recent studies show the prefrontal cortex continues developing well into 30s and even 40s. Either way, brain development is not a very good argument because it’s purely correlative.

It’s much slower to change national law than federal law, and the national change was less urgent because the problem was addressed by local law.
