My issue here is the population of each NATO country. Going to war with Russia is not going to be the same as going to war against Iraq or Afghanistan. Here it requires much more from both the population and the governments.
From what I have seen in the countries I have lived in, people will not be in favour of going to war for a single drone over Romania.
This is of course my pov on it, otherwise what you are saying is true.

Invoking article 5 because 5k civilians died in a terrorist attack and invoking article 5 because a drone fell in your territory is not the same (from what I have seen, there were no deaths, hopefully it will remain like that)
As it happened with the US, it's Romanians decision to invoke article 5 or not although I'm sure they will not as the incident is not "severe" enough for other NATO countries to go to war with Russia. It sucks that we are so afraid but that's the way it is.

All of them were sovereign recognised states which the Bolsheviks invaded, occupied and later annexed them into the USSR. Since none of them wanted to be part of the union, it's an occupation.
The exception here is Russia, since for them it was a civil war and not an occupation/invasion.
