Being able to remotely control the car if needed solves issues a lot faster than the Waymo method. However waymo is closer to having their cars drive fully unsupervised if they are only relying on multiple choice questions

Waymo's supervision consists of the car sending a question to an operator who then selects a multiple choice answer.

Lidar is objectively safer on a hardware level. It can see things that even a human driver wouldn't be able to see.

The only reason not to implement it is to save on cost.
