FCRA Mandate is regulating Funding to Religious Charities & NGOs, make them transparent, accountable which the FCRA Rules 2026 and now the Amendment Bill proceeds to do. The core scheme of the FCRA 1976 as amended many times later was never to grab lands of Church.

It is to regulate funding for subversive activity against India, Protests, & proselytisation in some areas as per Schedule Act.

And retrospective land vesting would have run vires to the constitutionality of the Act which would have then faced a real challenge in Supreme Court.

So if the government after discussing with all stakeholders seeking to tweak a bit is a bid to fortify the law and remove obstacles to its passing & potential protests

You have to read the Rules and Bill together to form an opinion. Refrain from making sweeping comments giving fuel to fire.

Doordarshan sought permission for the re-telecast of Ramayana by proposing to pay ₹25000 per episode to Ramanand Sagar's daughter-in-law "Nisha Ben Sagar" for the copyright as per the rules. 

Nisha Ben Sagar wrote back letter to Doordarshan stating that I would be happy that todays children will know about Ramayana and you should telecast the entire episode. 

She further wrote she don't want even a single penny for copyright and thus Nisha Ben Sagar refused to take Rs 25000 per episode for the telecast of Ramayana and gave written permission.
