Chandrababu Garu spins tall tales of Rs 1 lakh-crore horticulture investment while betraying farmers

@ncbn garu, what are your claims of investing Rs 1 lakh crore in Rayalaseema’s horticulture if not theatrics and a game of numbers? With no budget allocation and not a single rupee spent, you are misleading farmers on a massive scale.

Your government’s record over the past two and a half years has repeatedly shown that your concern for farmers is limited to words and publicity. When farmers growing horticulture and other crops receive no fair prices and take to the streets in protest, have you ever paid attention? Is it not true that you weakened the Price Stabilisation Fund established by our government and scrapped free crop insurance, pushing farmers deeper into distress?

You scrapped the zero-interest loan scheme and undermined timely input subsidies, adding to farmers’ distress. You focus on publicity stunts and pass them off as achievements while ignoring farmers’ struggles. What more proof is needed to show that farmers’ welfare is not your priority?

Severe drought has gripped Rayalaseema, and horticulture crops across thousands of acres are drying up. People find it laughable that you project yourself as a “Water Man” while farmers face this crisis.

The Rayalaseema Lift Irrigation Project remains stalled, and your government has failed to revive it. Meanwhile, nearly seven to eight lakh borewells in Rayalaseema alone have dried up. Farmers are spending Rs 1,500 to Rs 2,000 on each water tanker and struggling to keep their trees alive, but you are ignoring their plight.

Forget the talk of a horticulture hub. Rayalaseema, along with the rest of the state, is becoming a hotspot for farmer suicides. Chandrababu garu, stop the theatrics and grandstanding. Begin drought-relief measures immediately and provide farmers with real relief.

@ncbn గారూ... రాయలసీమలో హార్టికల్చర్‌కు ��ూ. లక్ష కోట్లు అంటూ, మీరు చేస్తున్నవి డ్రామాలు, అంకెలగారడీలు కాక మరేమిటి? బడ్జెట్లో కేటాయింపులు లేకుండా, ఒక్క రూపాయి ఖర్చు చేయకుండా, రైతుల్ని ఇంతలా మభ్యపెట్టడం మీకు మాత్రమే సాధ్యం.

రైతులమీద మీ ప్రేమ, మాటలకు, ప్రచారాలకు మాత్రమే పరిమితం అని రెండున్నరేళ్ల మీ పాలనే పలుమార్లు రుజువు చేసింది. హార్టికల్చర్‌ సహా పంటలకు ధరల్లేక రైతులు రోడ్డున పడితే, రోజూ ధర్నాలు చేస్తే మీరు ఏరోజైనా పట్���ించుకున్నారా? మా ప్రభుత్వంలో పెట్టిన ధరల స్థిరీకరణ నిధిని నిర్వీర్యంచేసి, ఉచిత పంటలబీమాను తీసివేసి రైతుల వెన్నువిరిచిన మాట వాస్తవం కాదా?

సున్నా వడ్డీ పథకాన్ని రద్దుచేసి, సమయానికి ఇచ్చే ఇన్‌పుట్‌ సబ్సిడీని నిర్వీర్యంచేసి, రైతుల నడ్డివిరిచారు. మీరు పబ్లి��ిటీ డ్రామాలు చేసి, వాటినే నిజాలుగా ప్రజలను నమ్మించే ప్రయత్నం చేస్తారు తప్ప, రైతుల కష్టసుఖాల గురించి ఏరోజూ పట్టించుకోరనడానికి ఇంతకన్నా సాక్ష్యం ఏం కావాలి?
తీవ్రమైన కరువు కారణంగా రాయలసీమలో ఇప్పుడు తీవ్ర దుర్భిక్షం నెలకొంటే, వేలాది ఎకరాల్లో హార్టికల్చర్‌ తోటలు ఎండిపోతుంటే, మీరు వాటర్‌ మ్యాన్‌ అని బిల్డప్‌ ఇవ్వడం చూసి ప్రజలు నవ్వుకుంటున్నారు.

ఓ పక్క రాయలసీమ లిఫ్ట్‌ ప్రాజెక్���ుకు మీరే అడ్డుతగులుతున్నారు. మరొపక్క ఒక్క రాయలసీమ ప్రాంతంలోనే దాదాపుగా 7-8 లక్షల బోర్లు ఎండిపోయాయి. ఈ పరిస్థితుల్లో రైతులు ట్యాంకర్‌ నీటికోసం రూ.1500 నుంచి రూ.2,000లు ఖర్చుచేసి, ఆ చెట్లను బతికించేందుకు నానా అగచాట్లు పడుతున్నా పట్టించుకోవడం లేదు.

ఇక హార్టికల్చర్‌ హబ్‌ సంగతి పక్కనపెడితే, రైతుల ఆత్మహత్యలకు చిరునామాగా రాయలసీమ సహా రాష్ట్రం మొత్తం తయారయ్యింది. చంద్రబాబుగారూ, మీ డ్రామాలు, బిల్డప్‌లు కట్టిపెట్టి, రైతులకు ఊరటనిచ్చేలా తక్షణమే కరువు నివారణా చర్యలు మొదలుపెట్టండి.

Defeating defending champions China 1–0 ending a 44-year wait for gold is a moment of immense pride for the country. The team’s resilience in defence, crowned by Savita Punia’s crucial penalty-stroke save, was exceptional. .@ncbn garu, how long will you continue this politics of deception against the BCs? How much longer do you intend to mislead and deceive them? You know very well that what you are doing in the name of 34 per cent reservation for BCs is nothing but a drama, don’t you? You also know that, in view of previous Supreme Court judgments, such a reservation will not withstand judicial scrutiny in any court, don’t you? Knowing fully well that it would not stand in court, was what you did over the past 44 days not a deceptive political drama? Now that the High Court has struck down the GOs issued by your government, you should apologise to the BCs and publicly repent.

Mr Chandrababu, if you were genuinely committed to providing 34 per cent reservation to BCs, you should have persuaded the coalition government at the Centre to create a constitutionally and legally sustainable mechanism, because without such a framework these reservations cannot be implemented. What did you do in that direction? Did you speak to the Central government? Did you at least make an effort through your Union Ministers to exert pressure in Cabinet meetings at the Centre? During your visits to Delhi, how many times did you raise this issue with the Central government? Without doing any of this, what else could be your intention behind issuing legally unsustainable GOs and staging this drama, other than to mislead and deceive the BCs? Mr Chandrababu, did you really have to use the BCs as the subject of your political dramas for selfish political gain?

Love for BCs must be demonstrated through actions, not words, Mr Chandrababu. During our government, we worked sincerely, in word and deed, to uplift BCs, along with SCs, STs and minorities, economically, socially and politically in every possible way. For the first time in history, in August 2019, we brought in a revolutionary law providing 50 per cent reservation to BCs, SCs, STs and minorities in nominated posts and contract works in corporations, boards, societies and committees across the State. Many BCs, SCs, STs and women who obtained these positions became politically empowered. They moved a step forward in the democratic process and participated in public service. The credit for creating new leadership among these communities on a scale never seen in the State’s history belongs to the YSRCP alone. In addition, we established 56 separate BC corporations covering 139 BC communities. The law enacted by our government is still with your government. Why have you ignored that law for the past two and a half years? Why have you not implemented it as we did? When a law that can directly benefit BCs is right before your eyes, why have you chosen to ignore it? This itself shows the extent of your commitment towards BCs.

We also carried forward the same spirit by voluntarily creating greater political opportunities for BCs. Of the 11 Rajya Sabha seats filled during our tenure, we gave four to BCs. Of 58 MLC positions, we provided representation to BCs in 28. Even in local bodies, we gave tickets to BCs in general-category seats. Of 13 Zilla Parishad Chairperson posts, six were given to BCs; of 13 Mayor posts, nine; and of 84 Municipal Chairperson posts, 44 were given to BCs. Of 636 Mandal President posts, 239 were given to BCs, and of 639 ZPTC positions, 227 were given to BCs. Mr Chandrababu, have you ever been able to do anything like this in your political life?

Further, BC families benefited in large numbers through welfare programmes such as Amma Vodi, Vidya Deevena, Vasathi Deevena, Rythu Bharosa, Pension Kanuka, Cheyutha, Aasara, Zero Interest Loans, Nethanna Nestham, Matsyakara Bharosa, Vahana Mitra, Chedodu and Thodu. Through various welfare programmes, we extended benefits worth a total of ₹1.82 lakh crore to BCs. Today, you have destroyed all of these and are making life unbearable for BCs. You have broken the ladders we built to help BCs rise economically, socially and politically. On top of that, you have turned several of your own promises, including the Super Six and Super Seven, into deceptions.

Chandrababu Naidu garu, if you are genuinely committed to providing 34 per cent reservation to BCs, it can be achieved only through constitutionally valid measures. As a partner in the government at the Centre, we demand that you use your influence, persuade the Central government and bring in the necessary legal amendment to ensure 34 per cent reservation for BCs.

చంద్రబాబుగారూ.. నిజంగా మీకు బీసీలకు 34 శాతం రిజర్వేషన్లు ఇవ్వాలని చిత్తశుద్ధి ఉంటే.. మీరు చేయాల్సింది కేంద్రంలో ఉన్న మీ కూటమి ప్రభుత్వాన్ని ఒప్పించి, మెప్పించి ఆ మేరకు రాజ్యాంగబద్ధంగా, చట్టబద్ధంగా ఒక మార్గాన్ని తీసుకొస్తే గాని, ఈ రిజర్వేషన్లు ఇవ్వడం సాధ్యం కాదు. మరి ఆ దిశగా మీరు ఏం చేశారు? కేంద్రంతో మాట్లాడారా? కనీసం మీ కేంద్ర మంత్రులతో అక్కడి కేబినెట్‌ సమావేశాల్లో ఒత్తిడి తీసుకువచ్చే ప్రయత్నం చేశారా? మీరు ఢిల్లీ వెళ్లినప్పుడు ఎన్నిసార్లు దీనిపై కేంద్రంతో చర్చించారు? ఇవి చేయకుండా, చెల్లని జీవోలు ఇచ్చి డ్రామాలు చేయడం వెనుక మీ ఉద్దేశం, బీసీలను మభ్య పెట్టి, మోసం చేయాలనే కదా? రాజకీయ స్వార్థం కోసం మీ డ్రామాలు ప్రదర్శించడానికి బీసీలే క���వాల్సి వచ్చారా?

బీసీలపై ప్రేమ మాటల్లో కాదు చంద్రబాబుగారూ… చేతల్లో చూపించాలి. మా ప్రభుత్వ హయాంలో మనసా, వాచా, కర్మణా బీసీల సహా ఎస్సీ, ఎస్టీ, మైనార్టీ వర్గాలను ఆర్థిక, సామాజిక, రాజకీయ పరంగా పైకి తీసుకురావడానికి అన్ని రకాలుగా పనిచేశాం. చరిత్రలో తొలిసారి విప్లవాత్మకమైన చట్టాన్ని, 2019 ఆగస్టులో తీసుకువస్తూ, రాష్ట్రంలోని కార్పొరేషన్లు, బోర్డులు, సొసైటీలు, కమిటీలలోని నామినేటెడ్‌ పదవుల్���ో, కాంట్ర��క్టు పనుల్లో BC, SC, ST, మైనార్టీలకు 50% రిజర్వేషన్ కల్పించాం. పదవులు పొందిన ఎంతోమంది బీసీలు, ఎస్సీలు, ఎస్టీలు, మహిళలు రాజకీయంగా చైతన్యవంతులయ్యారు. ప్రజాస్వామ్య ప్రక్రియలో ఒక మెట్టు పైకి వచ్చి, ప్రజాసేవలో పాల్గొన్నారు. దశాబ్దాల రాష్ట్ర చరిత్రలో ఎప్పుడూ లేని విధంగా ఈ వర్గాల్లో సరికొత్త నాయకత్వాన్ని తయారు చేసిన ఘనత ఒక్క వైయస్సార్‌సీపీకే దక్కింది. అంతేకాదు 139 బీసీ కులాలను కవర్‌ చేస్తూ 56 ప���రత్యేక బీసీ కార్పొరేషన్లు ఏర్పాటు చేశాం. మీ ప్రభుత్వం వద్దే మేం తెచ్చిన చట్టం ఉంది. రెండున్నరేళ్లుగా ఆ చట్టాన్ని ఎందుకు పట్టించుకోలేదు? మా మాదిరి మీరు ఎందుకు అమలు చేయలేదు? కళ్లముందే బీసీలకు మేలు కలిగే చట్టం ఉన్నా ఎందుకు పట్టించుకోలేదు? ఇదీ బీసీల పట్ల మీకున్న చిత్తశుద్ధి.

అంతేకాదు, ఇదే స్ఫూర్తిని కొనసాగిస్తూ మాకు మేముగా బీసీలకు రాజకీయంగా మంచి అవకాశాలను కల్పించాం. 11 రాజ్యసభ స్థానాల్లో నాలుగు బీసీలకు అవకాశం ఇచ్చాం. 58 ఎమ్మెల్సీ స్థానాల్లో 28 స్థానాల్లో బీసీలకు ప్రాతినిధ్యం కల్పించాం. చివరకు స్థానిక సంస్థల్లో కూడా జనరల్‌ స్థానాల్లో టిక్కెట్లు బీసీలకే ఇచ్చాం. 13 జడ్పీ ఛైర్‌పర్సన్‌ పదవుల్లో ఆరు, 13 మేయర్‌ పదవుల్లో తొమ్మిది, 84 మున్సిపల్‌ ఛైర్‌పర్సన్‌ పదవుల్లో 44 బీసీలకు ఇచ్చాం. 636 మండలాధ్యక్ష పదవుల్లో 239, 639 జడ్పీటీసీల్లో 227 బీసీలకే ఇచ్చాం, చంద్రబాబుగారూ.. మీ జీవితంలో ఎప్పుడైనా ఇలా చేయగలిగారా?

అంతేకాదు.. అమ్మ ఒడి, విద్యాదీవెన, ���సతి దీవెన, రైతు భరోసా, పెన్షన్‌ కానుక, చేయూత, ఆసరా, సున్నా వడ్డీ, నేతన్న నేస్తం, మత్స్యకార భరోసా, వాహన మిత్ర, చేదోడు, తోడు తదితర సంక్షేమ కార్యక్రమాల్లో బీసీ కుటుంబాలు పెద్ద సంఖ్యలో లబ్ధిపొందాయి. వివిధ సంక్షేమ కార్యక్రమాల ద్వారా బీసీలకు మొత్తం రూ.1.82 లక్షల కోట్ల ప్రయోజనం అందించాం. ఇప్పుడు వీటన్నింటినీ నాశనం చేసి బీసీల ఉసురు తీస్తున్నారు. ఆర్థికంగా, సామాజికంగా, రాజకీయంగా బీసీలను పైకి ��ీసుకురావడం కోసం మేం ఏర్పాటు చేసిన నిచ్చెనలను విరగ్గొట్టారు. పైగా మీరిచ్చిన సూపర్‌ సిక్స్‌, సూపర్‌ సెవెన్‌లు సహా అనేక హామీలను మోసాలుగా మార్చారు.

చంద్రబాబుగారూ.. మీకు నిజంగా చిత్తశుద్ధి ఉంటే, బీసీలకు 34% రిజర్వేషన్‌ ఇవ్వాలనుకుంటే, అది రాజ్యాంగబద్ధమైన చర్యల ద్వారా మాత్రమే సాధ్యం అవుతుంది. దీనికోసం కేంద్ర ప్రభుత్వంలో భాగస్వామిగా ఉన్నమీరు, అక్కడ మీ పరపతిని వాడి, కేంద్రాన్ని ఒప్పించి, చట్ట సవరణ ద్వారా 34% రిజర్వేషన్లు తీసుకురావాలని ��ిమాండ్‌ చేస్తున్నాం.
