Taliban Allegedly Feed #China Inflated #ISIS-K Threat

A Russian media commentary claims #Afghanistan's Taliban, through their spy agency, the General Directorate of Intelligence (#GDI), are providing Chinese security agencies with exaggerated reporting on the ISIS-Khorasan (ISIS-K) terrorist threat to mask an emerging anti-Taliban armed resistance in the border province of #Badakhshan and pressure #Beijing to provide military support to fight it. The article alleges that the GDI is shaping & disseminating intelligence through Afghan students in China, Afghan businessmen working with Chinese partners, and contacts in friendly countries, including #Iran, #Russia, and #CentralAsian states, to obscure the information’s origin. The commentary focuses on an August 27 Chinese embassy note, likely originated this way, to the Taliban foreign ministry identifying a Syrian national, “Sheikh Mumtaz,” as allegedly planning attacks, including against restaurants in Kabul frequented by foreign nationals, particularly Chinese citizens. According to the author, the Taliban’s objective is to secure Chinese drones, weapons, funding, and political backing to counter Afghan rivals in Badakhshan. The authenticity of the diplomatic note or its contents could not be independently verified. But the underlying incentive structure is plausible. China has significant economic interests in Afghanistan, including Chinese nationals working in the country and longstanding security concerns related to the presence of outlawed East Turkestan Islamic Movement (#ETIM) militants. From the Taliban’s perspective, portraying instability in Badakhshan as an ISIS-K-driven security threat could encourage Beijing to view continued Taliban control as important to protecting Chinese security and economic interests. The Russian commentary therefore assesses that a weakening Taliban position in northern Afghanistan could prompt Kabul to frame its own security as increasingly consequential to Beijing. “There are grounds to believe that the Taliban GDI, apparently with the sanction of the highest political leadership.... is also running similar special operations against the security services of other regional countries, seeking to persuade them to work more actively to save the regime of the zealous mullahs amid the growing strength of various Afghan opposition groups," per the NG story.
