بلوچستان کی تاریخ لکھی جائے گی تو اس میں ایک عنوان ضرور توتک کے نام سے ہوگا۔ وہ سرزمین جہاں درد و اذیت کی ایسی داستانیں رقم کی گئیں کہ جن کے سامنے ہلاکو خان اور ہٹلر بھی ماند پڑ جائیں۔

آبادی کے اعتبار سے ایک چھوٹا اور شہر سے کافی دور علاقہ، توتک۔ اس کے اندر ایک بستی ہے جسے سرداری شہر کہا جاتا ہے۔ 2011 میں جب وہاں ملٹری آپریشن ہوا تو ہم نے پہلی بار سنا کہ اب صرف انسانوں کو نہیں، بلکہ گھروں کو بھی جلایا جاتا ہے۔ ہم نے توتک سے اٹھتے دھوئیں کے بادل دیکھے، زوردار دھماکوں کی آوازیں سنیں، پھر جنازے اٹھے۔ جبری گمشدگیوں کی گنتی شروع ہوئی۔ یہ تذکرے ہوئے کہ 75 سالہ بزرگ بھی اٹھائے گئے اور 10 سال کے بچے بھی۔

ایک سال بعد، توتک کو چھاؤنی میں بدل دیا گیا۔ گلی محلوں میں فوجی کیمپ قائم کیے گئے۔ اور جب ذاتی رسہ کشی کے نتیجے میں جابر اپنے ہی کیمپ چھوڑ گئے، تو انہی کیمپوں سے اجتماعی قبریں دریافت ہوئیں۔

گزشتہ سال ایک بار پھر توتک کو چھاؤنی بنانے کی کوشش ہوئی۔ اس بار سردار علی محمد، جو پہلے ہی اپنے تین جبری گمشدہ بیٹوں کے غم میں مبتلا تھے، اپنے چوتھے بیٹے یوسف کے ساتھ عوام کو متحرک کیا۔ اجتماعات منعقد کیے اور یوں توتک کو ایک اور اجتماعی قبروں کے اندوہناک انجام سے بچا لیا۔ مگر اس قربانی کے پاداش میں ان کے چھوٹے بیٹے یوسف علی کو بھی جبری طور پر غائب کر دیا گیا۔

🇵🇰 Alarming reports of the continued disappearance of Baloch students in Balochistan and across Pakistan speak to a pattern of targeting students of Baloch origin.

Mahjabeen Baloch, a student at the University of Balochistan, has been missing since 29 May 2025. Earlier on 24 May, her brother Younas Baloch was forcibly disappeared by security forces.

The clampdown by authorities on students has intensified after protests in Quetta, which resulted in the arrest of Baloch activists including Mahrang Baloch. Javid Musafir Baloch, a law student at Karachi University, has been missing since a raid by police and counter terrorism department officials, as per eyewitnesses, at his residence in Karachi on 23 April, and another student Guhram Ishaq was picked up outside Civil Hospital Quetta on 24 April. Their whereabouts remain unknown.

Amnesty International calls on the Pakistani authorities to conduct prompt, thorough and effective investigations into the enforced disappearances, disclose the whereabouts of the Baloch students and immediately release them. Those deemed responsible for these disappearances should be brought to justice through fair trials. The practice of enforced disappearances runs contrary to Pakistan’s international human rights obligations.

HRCP is deeply concerned by the Balochistan Assembly's adoption of the Anti-Terrorism (Balochistan Amendment) Act 2025. While national security is a legitimate concern, the bill grants sweeping powers of preventive detention for up to three months without formal charges—an unacceptable measure that undermines the fundamental rights to liberty, due process and protection from arbitrary arrest.

The law further empowers security agencies to issue detention orders and lead inquiries through joint investigation teams, while the proposed oversight boards—which include military personnel—are tasked with reviewing detainees' ideological and psychological profiles. This framework violates the civilian law enforcement domain, blurring the lines of accountability. Moreover, giving law enforcement unchecked authority to search, arrest and seize material during 'inquiries' is liable to misuse and erodes constitutional safeguards.

We urge the provincial government to reconsider this legislation and ensure it aligns with Pakistan’s constitutional obligations under Article 10 and international human rights commitments under the ICCPR, to which Pakistan is a state party.

The state is increasingly acting in opposition to its own citizens. In Laghari Bajrani village, conditions have effectively turned the area into a sub-jail, where residents live under constant surveillance and restriction. Disturbingly, political parties in Sindh have remained silent, ignoring the suffering of their own people.

A similar situation is unfolding across several regions in Balochistan. The people of Panjgur district remain completely cut off from mobile data services, while areas like Barkhan, Rakhni, and numerous smaller villages are living under a total information blackout. Despite these alarming developments, mainstream political parties continue to look the other way.

This silence enables repression. It is critical to break it.

ایک بار ایک صحافی نے مجھ سے پوچھا: “پورا پاکستان فوج کے ہاتھوں یرغمال ہے، پھر بلوچ باقی قوموں کے ساتھ مل کر کوئی تحریک کیوں نہیں چلاتے؟”

میں نے جواب دیا:
“جب ہم بلوچ کوئی تحریک شروع کرتے ہیں تو کشتیاں جلا کر نکلتے ہیں۔ ہمارے پاس پیچھے ہٹنے کا کوئی راستہ نہیں ہوتا۔ کیونکہ ہمارے پیچھے وہ زندگی ہے جو موت سے بھی زیادہ ہولناک ہے۔ ایسی زندگی جہاں روز جینے سے پہلے کئی بار مرنا پڑتا ہے۔ باقی قوموں کے پاس واپسی کا راستہ ہوتا ہے، اس لیے ہمیں ڈر لگتا ہے کہ اگر ہم نے سب کے ساتھ مل کر تحریک چلائی، تو جب حالات سخت ہوں گے، باقی سب ہمیں تنہا چھوڑ جائیں گے۔”

ہمارے لیے زندگی کا مطلب ہی کچھ اور ہے۔ صبح اٹھو تو ایسی خبریں سامنے آتی ہیں جو دن بھر کے لیے دل کو سن کر دیتی ہیں۔ ایک معذور بلوچ لڑکی، جو بمشکل ہمت جوڑ کر تعلیم حاصل کرنے کا فیصلہ کرتی ہے ،،، اسے آپ روز صبح یونیورسٹی جاتے دیکھیں تو دل دہل جاتا ہے۔ بس تک جانا، کلاسز لینا، اور ہاسٹل واپس آنا ،،،، یہ سب اس کے لیے ایک جنگ ہے۔ اسے تو اس جدوجہد پر تمغہ ملنا چاہیے تھا، مگر وہ جبری طور پر لاپتہ کر دی گئی۔

یہ صرف ایک فرد کی نہیں، بلکہ بلوچوں کی اجتماعی زندگی کی کہانی ہے۔ درد، مزاحمت، اور ایک ایسی بقا کی جنگ جس کا انجام آج بھی دھند میں گم ہے

My Response to the DG ISPR and the Violence in Balochistan

Lastday , the Director General of the Inter-Services Public Relations (DG ISPR) once again accused me of being a "proxy of terrorists", a serious and recurring allegation made without a single shred of credible evidence. This pattern of unsubstantiated claims has become a disturbing hallmark of the DG ISPR's public statements.

He further stated: "She (I) was the one who came seeking the dead bodies of the terrorists killed in the Jaffer Express hijacking incident. Who is she to seek the corpses?"

Let me be clear: that particular press conference was widely misused, fabricated, and taken out of context to distort my message During my press conference in March, I did not condone any act of violence. My only demand was transparency. I asked for the identities of unidentified individuals, beyond the twelve named militants, who were buried in the dead of night at Quetta's Kasi graveyard. These unidentified bodies deserve to be named, and their families have a fundamental right to know the fate of their loved ones. This demand is not only moral but a legal right in any civilized society.

For years, a disturbing pattern has emerged in Balochistan: following any violent incidents, law enforcement agencies have been involved in killing and secretly burying forcibly disappeared persons, later labeling them "militants." In the Jaffer Express case, the armed group responsible publicly released the names, photos, and details of the twelve men involved. Yet over two dozen bodies were brought to Civil Hospital Quetta. My question was: who were the others? Why were they buried in secrecy?

Once again, in response to the DG ISPR's latest accusations, I ask: where is the evidence? If Pakistan's intelligence and military institutions are as capable as they claim, why has no proof ever been presented against me?

My activism is peaceful, principled, and grounded in universal human rights values. I have consistently condemned violence, whether committed by non-state actors or the state itself. But Balochistan today is a landscape scarred by systemic repression, enforced disappearances, and a complete breakdown of justice and accountability. Rather than address these realities, the state chooses to vilify those who dare to speak the truth.

The international community must take note. The people of Balochistan deserve justice, not smear campaigns. They deserve answers, not threats. And above all, they deserve to live without fear.

Baloch students continue to face systemic challenges and security concerns, particularly due to their growing political and social awareness. With limited access to quality educational institutions in Balochistan, many students are compelled to pursue higher education in other provinces, especially in Punjab.

However, their presence outside Balochistan often leads to profiling by law enforcement agencies, making them vulnerable to surveillance and discrimination. Upon returning to their home province, these students face the alarming risk of enforced disappearances, a trend that has raised serious human rights concerns.

Recent cases underscore this troubling pattern. Anees Baloch and Ahmed Baloch have been reported missing, and most recently, Shoaib Baloch has also disappeared under similar circumstances. These incidents suggest a disturbing climate where young, educated Baloch individuals are increasingly at risk, seemingly targeted for their awareness and pursuit of education.

اگر سڑکیں بند کرنا ہی مسئلہ ہے، تو بلوچ شہریوں کو پریس کلب کے سامنے پرامن احتجاج کا حق کیوں نہیں دیا جا رہا؟
اگر مسئلہ محض مینٹیننس آف پبلک آرڈر (MPO) ہے، تو بیبرگ کے اُس بھائی کو کیوں قید کیا گیا ہے جس کا سیاست سے کوئی تعلق نہیں؟ اُس کی 3MPO کی توسیع بغیر کسی واضح وجہ کے کیوں کی گئی؟
اگر مسئلہ میرے ریاستی جبر کے خلاف آواز اٹھانے کا ہے، تو میرے والد کو کس جرم میں پچھلے پندرہ دنوں سے قید رکھا گیا ہے؟
اگر معاملہ حق اور انصاف کا ہے، تو سریاب کی سڑکوں پر قتل کیے گئے معصوم افراد اور وڈھ میں جاں بحق ہونے والے شہری کے لیے ریاست انصاف فراہم کرنے میں کیوں ناکام رہی؟
اگر بات بیانیے (نیرٹیو) کی ہے، تو ریاست اپنے بیانیے کو عوام میں مقبول بنانے کے لیے مالی وسائل کا سہارا کیوں لے رہی ہے؟ یہ بیانیہ عوامی حمایت سے خود بخود مقبول کیوں نہیں ہو پا رہا؟

حقیقت یہ ہے کہ معاملہ روزِ اول سے ہی بلوچ نسل کشی کا ہے،یہ ہر اُس بلوچ کا معاملہ ہے جو خاموشی میں قتل کیا گیا۔ بلوچ قوم کی نسل کشی کوئی نئی بات نہیں۔یہ ایک مسلسل، منظم اور ریاستی پالیسی کا حصہ ہے جو روزِ اول سے جاری ہے۔ ہر خاموشی سے قتل ہونے والا بلوچ، ہر جبری طور پر لاپتہ کیا گیا فرد، اس سچائی کی زندہ گواہی ہے۔
ریاست ایک منصوبے کے تحت بلوچ کو اس کی اپنی سرزمین پر اقلیت میں تبدیل کرنے پر کام کر رہی ہے۔ وسائل پر قبضے، جبری گمشدگیاں، اور جھوٹے بیانیے، یہ سب اس نسل کشی کو چھپانے کی کوششیں ہیں۔
جب ففتھ جنریشن وار فئیر کے نام پر اربوں خرچ ہو رہے ہیں، جب ہر روز پریس کانفرنسوں میں حقائق کو مسخ کیا جاتا ہے، تب بھی بلوچوں کا بہتا خون چیخ چیخ کر سچ بول رہا ہے۔ ہر لاش، ہر احتجاج، ہر گمشدہ چہرہ اس بات کی گواہی ہے کہ بلوچ قوم کو منظم انداز میں مٹانے کی کوشش ہو رہی ہے
مگر بلوچ قوم فیصلہ کرچکی ہے کہ ہم لکھتے رہیں گے، بولتے رہیں گے اس سچائی کی جدوجہد کو ریاستی زر خرید سپاہی شکست نہیں دے سکتے۔ ان کے پاس صرف دولت کی لالچ ہے، ہمارے پاس نظریہ اور سچے جذبات کی طاقت ہے۔

باشعور عوام!

ریاست کی بوکھلاہٹ روزِ اول سے عیاں ہے۔ “تھری ایم پی” محض ایک بہانہ ہے، اصل مقصد بلوچ نسل کشی میں شدت لانا اور بلوچ قوم کی آواز کو خاموش کرنا ہے۔ جعفر ایکسپریس سے جڑے واقعے کو (BYC) سے جوڑ کر ریاست ہم سے وابستہ عوامی ہمدردیوں کو توڑنے کی کوشش کر رہی ہے۔

ریاست کو مسئلہ ڈاکٹر ماہرنگ بلوچ، شاہ جی بلوچ، بیبرگ بلوچ یا گلزادی بلوچ سے بطور افراد نہیں، بلکہ ان کی بیدار، توانا اور حق پر مبنی آوازوں سے ہے۔ ڈاکٹر ماہرنگ اور بیبو بلوچ کی تھری ایم پی میں بلاجواز ایک ماہ کی توسیع ریاستی عزائم کا واضح ثبوت ہے۔
اس منظم کریک ڈاؤن کا واحد جواب یہی ہے کہ ہم اپنی جدوجہد کو مزید منظم اور با اثر بنائیں۔ سچائی کو دنیا کے سامنے بے نقاب کریں کیونکہ ظلم کے جھوٹ کے خلاف سچ سب سے بڑا ہتھیار ہے۔
اپنی جدوجہد جاری رکھیں! مظلوم کی سچائی کبھی ہار نہیں سکتی، اور دنیا کا کوئی خریدا گیا بیانیہ اس حقیقت کو جھٹلا نہیں سکتا
