A one size fit all decision which will hit urban poor hard. Refuse to believe well off shopkeeper in Paro town needs subsidy more than a pvt sector employee in Thimphu earning peanuts.

Seems to be an on the spur of the moment idea which is being implemented hastily & clumsily.
