I think this is one of the more overlooked second-order effects because most people are focused on taxpayers, counties, and Tallahassee. Very few are looking at how the municipal bond market reacts when the foundation of local government finance becomes less predictable.

The lobbyists.
Because once billions of dollars are controlled in Tallahassee, every county, city, sheriff, and special district has an incentive to send someone to ask for a bigger piece.
The money doesn’t disappear.
The battle over it just moves to the fourth floor of the Capitol.
For years, people have complained about local governments hiring lobbyists.
This proposal doesn’t eliminate that incentive.
It supercharged it.
